Labeler Tracking Specs

Background

Two points to keep in mind:

  1. Not all users of the Labeler want to track or predict. So the Labeler should work and make sense with no tracker attached. (Is this a real requirement? The repo is "APT" after all...)
  2. There may be many opportunities to experiment with different tracking algorithms, so the tracking algorithm should be pluggable/modular.
