This pull request introduces a new issue template for bug reports in the repository. The template is designed to streamline the process of submitting bug reports by guiding users to provide essential information. This will help maintainers and contributors to quickly understand and address reported issues.

## Changes

- Added a new file `.github/ISSUE_TEMPLATE/bug.yml` with the following structure:
  - **Name:** "🐞 Bug report"
  - **Description:** "File a bug report"
  - **Labels:** ["status/triage", "type/bug"]
  - **Body:**
    - **Checkboxes:** Ensures users have searched for existing issues.
    - **Textarea:** Description of the bug (actual behavior).
    - **Textarea:** Expected behavior.
    - **Textarea:** Installation details (values.yaml, Helm chart version).
    - **Textarea:** Steps to reproduce the issue.
    - **Textarea:** Screenshots (if applicable).
    - **Textarea:** Logs (if applicable).
    - **Textarea:** Additional context.

## Benefits

This change introduces a "redis.scheme" parameter that can be used to explicitly set scheme used in Redis
connection URI.
This is step 1 in refactoring this chart to match KPN's requirements for package management.
