The application "Hacker's Keyboard" does not collect or transmit any user data. It is a purely local application that does not communicate with Internet services.
The application provides an input method, and the system shows a security warning when it is first activated. This is a standard Android security warning that's displayed for all third-party input methods. See also Why is there a security warning when I activate it in the FAQ document.
Please note that this is an old application that isn't under active development. While I'm not aware of any exploitable security issues in it, I would recommend not using the application for extremely security-sensitive scenarios if you are concerned about potential vulnerabilities.
