[8.10] [DOCS] Fix 8.10 RNs (elastic#166316)

**Problem:**
The 8.10 Kibana release notes contains an erroneous page break for enhancements and bug fixes.

**Solution:**
- Add a `[discrete]` tag to remove the page break.
- Add a redirect for the removed page.
