Pulseaudio-equalizer production

This app now should be production ready without major glitches,

In version 4.0 the following was fixed: the involuntary volume raise issue,
volume detection and implementation of --color=never for grep to make the
reading in of (system) parameters more reliable.

First production-ready and updated release (gtk+ 3.0 and python 3.0),

thanks to @kabili207 for trimming the code and making it work without any voodoo needed
