Update package.json to use @11ty/eleventy@3

Eleventy 3 uses ECMAScript modules instead of CommonJS modules, which
Eleventy 1 and 2 use.

Therefore, newer `eleventy-sass` will be compatible with Eleventy 3 and
discard the compatibility with Eleventy 1 and 2.
