I think I did this correctly, but please review
Incrementing the tref value seems to fix iOS issue
Added hover underlines to Options
This works around the MS IE/Edge display issue.
We don't need to rename welcome.html to home.html as it will never be seen by the user.
This fixes some layout issues in narrow mode.
