soc: qcom: smp2p_sleepstate: Relax wakeup source on failing to regist…

…er IRQ smp2p_sleepstate_handler() already sets a wakeup event with a 200ms timeout. But in case an IRQ(threaded) fails to register, it will instantly relax the wakeup source. Alters no behaviour.
