Similar to jupyterlite/jupyterlite#1356

See jupyter-server/jupyter_releaser#557 for context.

  • Update the releaser workflows to use the GitHub app instead of the bot
  • Create a release environment
  • Remove jupyterlite-bot from the repo

Thanks @jtpio, I don't know too much about these parameters, but I think the check_release test would have failed if something was missing.

Yeah, nothing really changes in terms of release process. It's just that we are not using the bot anymore, which simplifies the setup a bit!
