This tool is published on PyPI: https://pypi.org/project/stm32loader/ .

pip install stm32loader should do the trick; a requirements.txt is not necessary.

Note: this repository is no longer maintained. (jsnyder, please correct me if I'm wrong.)
The PyPI package comes from this fork: https://github.com/florisla/stm32loader .
