This avoids unnecessarily downloading the big tarball every time the play runs. I also moved that task and a couple others into install.yml to avoid repetitive complicated conditionals.

@brad i've fixed the same thing in c501a7b
but it appears this repo is inactive.
would you be interested in moving to a new repo that is actively maintained?
i've opened an issue in hope anyone would want to join that discussion.
