I recognise that building a Python package to help analyse rugby matches is a niche topic, but before I release a more useful econometrics package I wanted to go through the exercise of starting an Open Source project so I could learn answer the following questions:

1. What license should I use?
2. What level of documentation is required to engage others?
3. How to publish a library via PyPi ?
