Test with Jenkins 2.462 on ci.jenkins.io
The FIPS tests fail on my Linux computer when run with Jenkins 2.461 or newer. Run that version on ci.jenkins.io to confirm the tests fail consistently.
Testing done
mvn clean -Dtest=FIPS* -Djenkins.version=2.462 verifyfails for me locally with Java 21 on Linux.Submitter checklist
