I'm missing some test;
what happens if there is already '&' in the systemId string? Can that happen?
Also the fix targets the consequence of some buggy behaviour earlier. It looks to me, that query parameters (those around '&' are not being taken into account initially and/or lost somewhere during processing)

Modified the code so that if the schemaLocation in generated WSDL contains '&' it is replaced with '&' otherwise schema validation is failing
