Update geoconnex PID sitemap.xml build to reflect the time that the source file was most recently updated. The diff can be seen at internetofwater/geoconnex.us@b23ebbc.
I want to clean this up by separating out the logic to build the sitemap into its own GitHub Action. In the meantime this should give us a sitemap with as up to date lastmod times as possible.
