Adds mid-round antag spawners for fugitives to Amber, Atlas, Bagel, Cog, Marathon, Omega, Origin, Train, Hummingbird. Additionally adds a psychologist office, news office, extra maints rooms to Omega.
Additionally adds a news room to Marathon.
