Add a new static function on ScopeRequest 'getFailingConstraints' that returns an array of the credentials, and constraints that don't meet the DSR constraints. It uses VC.isMatch under the head, isolating and running each constraint individually to get the failing ones.
Also changed the name of the package to '@civic.com/dsr' from the old identity.com one
