HPCC-30426 The soaptext1.ecl fails in cloud.

lines with
TargetIP := '.' : STORED('TargetIP');
serviceUrl := 'http://'+TargetIP+':9876';
in soaptext1.ecl

Add this line to ecl-test-azure.json "Params" section:
"soaptext1.ecl:TargetIP=roxie"
