Fix up comment components.

Changes proposed

Moved existing comment components into clean branch from dev branch, and re-designed them to fit the figma design.

Was to work on the comments page.

What did you do?

• Restructured and refactored the existing comment components to follow the existing naming conventions, folder structure, figma design requirements.
• Installed moment for formatting date strings.
