* Upgrade typescript-eslint from 8.9.0 to 8.15.0

Eslint 9.12 introduces a breaking change that requires typescript-eslint 8.15.0 or higher. This PR updates the version of typescript-eslint to 8.15.0. See typescript-eslint/typescript-eslint#10338 for more information.
