We can remove the @hackoregon/component-library dependency and add the smaller packages as described in this PR

For convenience, here's where I think that the component-library components live in the new packages:

  • civicFormat: @hackoregon/utils
  • HorizontalBarChart, PieChart: @hackoregon/charts
  • VisualizationColors, VictoryTheme: @hackoregon/ui-themes
  • Logo: @hackoregon/ui-brand
  • Collapsable: @hackoregon/ui-core
  • ScatterPlotMap: @hackoregon/ui-maps
