What does this change?

Increases % of tag pages rendered by DCR from 10 to 20.
Part of the DCR migration

Fixes guardian/dotcom-rendering#11204

Could we get some numbers on the web page performance and other relevant metrics between the control and variant group?

D&I are going to put together some numbers for this, thanks Max ^
And we're going to deploy this on Monday morning, at which point I'll keep on eye on CPU usage as well.
