1.0 Release proposal

This is a rewrite of previous go cookbook.
Currently there is no windows support. If you are OK with that, then I'd like to call it 1.0 release.
I will add windows at some point, but I just don't have the means to do it now.

What is implemented here:

• Install latest version of Go by default #26 now cookbook defaults to installing latest stable
• Namespace conflict with golang cookbook #48 changed root of attributes to gocd
• Support installation from other sources #50 - I tested this well on Debian-based systems, both custom package file and custom apt repository.
• go_agent LWRP #56 - now agents can be provisioned with gocd_agent resource
• Maintenace and cleanup #52 - mostly I added lots of tests
• Additional agents don't get started on boot #59 - fixed
• I also added small gocd_plugin resource which can be used to install Go server plugins.

Yes, this is to be merged and released as 1.0. I am waiting for review by @ketan before merging.
