GEOS-Chem submod update: Merge PR #2348 (14.4.0 in CESM updates)

This commit informs the GCClassic superproject about the following
commits that were pushed to the GitHub geoschem/geos-chem repository:

40a0723cc Merge PR #2348 (Changes for 14.4.0 within CESM compatibility)

This PR adds updates for running GEOS-Chem 14.4.0 in CESM.
