Help button host config option.

This PR gives admin user enable/input host for help button instead of default "https://geonetwork-opensource.org/manuals/"

The issue is geonetwork's help site for example: https://geonetwork-opensource.org/manuals/trunk/fr/user-guide/workflow/life-cycle.html is not multilingual friendly. Have the customizable helping site will be flexible.

It seems like the translation should be done by Transifex.

Does someone know how we get the French translation of the docs from Transifex?

Here is how the admin user can input to the configuration:

Then if the regular user browsing metadata record, then click on this help button:

It will redirect to the input url host/{lang}/user-guide/xxxxx

I just used Google as an example.

@wangf1122 I miss in the commit the button in the UI, or maybe that is part of other PR?
