Description

adds automating pythonscript for setting and publishing gh-pages IGs
and gh action that exevutes script and creates PR

Functionality: adding a valid .zip-File to the IG-Folder automates the needed update steps for publication on gh-pages

Motivation and Context

solves PTDATA-1214

How has this been tested?

1. tested the whole action with a zip file on mock index.html here: https://github.com/gematik/spec-ISiK-Basismodul/pull/450/files#diff-0eb547304658805aad788d320f10bf1f292797b5e6d745a3bf617584da017051
2. tests for python behavior in test file
