Utilize portage API and keepdir

- Utilizes portage vartree to identify installed packages and
  files more reliable

- Identify and ignore directories created with keepdir

- Gets rid of psutil dependency

- Updates PKG_PATHS to remove some unneeded entries due to keepdir

- Many smaller code cleanups and improvements
