Disable autopkgtest to run in any platform different from amd64. More context and reason in gazebosim/gz-common#484 but in short: somehow the platform independent packages have a different hash for arm arches although the content of the package generated is the same.
As a workaround here, disable the autopkgtest on amd64 by now.
