[24.0] Remove unnecessary assert for file_size #18669

Follow up to #18653

I've missed the relevant integration test failures in #18653 with the other "regular" failures while reviewing 😅

How to test the changes?

I've included appropriate automated tests.
This is a refactoring of components with existing test coverage.
Instructions for manual testing are as follows:
1. [add testing steps and prerequisites here if you didn't write automated tests covering all your changes]

I agree to license these and all my past contributions to the core galaxy codebase under the MIT license.

The file_size should be preserved in the database for traceability and other uses.
