For galasa-dev/projectmanagement#1744

Changes:

Removed the processing of client secrets from the webui since this is now done within the API server
Updated the token format to be a single GALASA_TOKEN={token}:{clientId} property


          Combine auth properties into GALASA_TOKEN and remove client secret
