peak marker wip

added simple freq markers to the bands
code and database updates to add preset frequency markers with user-defined colours
and the xdg defaults paths are all-lowercase.
Add user_data_folders for personalisation
Many changes. NOT backwords-compatible with earlier config database versions. Config database amended to allow for new features. Fixed preset markers added, which can be imported and exported from CSV file, as can 'bands'. Improved tracking markers. Config database is now saved in a 'personalised' user folder Bugfixes and code tidy up
