feat(db): require the database

Ref: SRX-NMC7OD

BREAKING CHANGE: The Database is now required.
The helm-parameter `db.writeEslTableOnly` is not supported anymore.
The helm-parameter `db.dbOption` now only supports the option "postgreSQL", which is now also the default.
