NOTE: this updates contains interface changes, again.

  • the field digist_length in vvdecSEIDecodedPictureHash has been renamed to digest_length, fixing a typo
  • vvdecPicAttributes now has an additional field picHashError

updates for v3.0.0-rc2

- add per frame DPH result vvdecPicAttributes
- fix typo in field name of vvdecSEIDecodedPictureHash
- update simde-everywhere to v0.8.2
- fix code so simd-everywhere does not need to be patched any more
- some cmake cleanup
