Frontend rc-tree now defaults to start all children collapsed.

The drop-down environment list has a default setting to keep all children expanded. This has been changed to start with all children (hence, environment groups) collapsed.

Motivation and Context

This addresses #667

How Has This Been Tested?

Locally tested visdom server and indeed, it starts with all environment sub-groups collapsed. Refreshing the webpage also makes all the sub-groups collapse.
