Why I got this API error ... ?

This turns out to be missing shipper's setting.

Indeed, WooCommerce 2.6.X+ introduces a concept of "shipping zone". For example, a parcel sent to Ontario, Canada will use a specific shipping zone that only serves such regional customers. For average WooCommerce e-store owner, you may and will create more than 1 shipping zone.

How about integrate shipping zone with FlagShip shipping?

  1. Add FlagShip Shipping as a shipping method into each of your shipping zone.
  2. Customize the FlagShip setting of each shipping zone if necessary.

How about the other FlagShip shipping settings?

There exists another "Global" FlagShip shipping setting which each store owner is advised to fill upon plugin activation. Here are some advantages to do so:

  1. The so-called "Global" FlagShip setting will be automatically dumped into each shipping zone when FlagShip shipping were added as that shipping zone's shipping method. This will save store owner considerable time to reconfigure the shipping settings as most of them would not differ a lot.
  2. Served as fallback shipping settings template when all shipping zone were deleted.
