Update GA workflow jobs for ubuntu24.04

Since GitHub Actions will change its latest ubuntu runner image from ubuntu-22.04 to ubuntu-24.04, some workflow jobs defined in the .github/workflows/ubuntu.yml have been updated to avoid confising results due to using different Clang tools' versions. The differences matter because Clang tools don't seem to gurantee backward compatibilities (especially in edge cases).
