Updates to deploy/run the spin docs redirect site on Fermyon Cloud.

Also updates the redirect module to v0.1.0 (and updates usage).

TODO

configure app on cloud w/ custom spin.fermyon.dev domain
add FERMYON_CLOUD_TOKEN to GH repo secrets
rm no longer used GH repo secrets

Closes #1819
