this is a partial implementation. I think that we need to get the house in order for chunkgraphs before we can make this seamless (in particular, we need region handling to be clean before we can do a proper chunkerkerneval version of this).
this request brings in some of the infrastructure we'd want down the line.
this request also adds some author designations and documentation of the rcip routines.
