Windows Installer for Exercism CLI

[DEPRECATED] The latest version of the installer should be used as it is compatible with the current, as of August 2017, release of the Version 1 CLI as well as the upcoming Version 2 CLI for the new Exercism site.

This may be the last release prior to the debut of Nextercism. This release fixes #17. Another release of the Windows Installer will be forthcoming shortly after the debut of the new site and the new CLI.

This release of the Windows Installer will only serve to bridge the time between now and when the new CLI is available.
