jupyter-cache upgrader

Warning

You MUST back up your .jupyter_cache directory before performing these steps, to ensure that it can be recovered.

1. Install alembic (python -m pip install ./requirements.txt)
2. Copy the alembic and alembic.ini files to the directory containing the .jupyter_cache folder
3. Run alembic upgrade head
