Fix the sidebar on the right side of the screen

The sidebar (candidate list) would look nicer if it didn't scroll when the user scrolls down the main content. The sidebar and main content should scroll independently of one another.

I'm stumped on how to acheive this. I want the sidebar to take up the entire remaining vertical height no matter what size the window is vertically...how can we do this?
