Please pass extra command line option when you going to use Harmony for CPU mining:
gradlew runRopsten -PjvmArgs="-Xmx3500M"
in that way Java will have enough memory to keep DAG.
Please connect external miner to 8080 port of Harmony, like bellow:
ethminer -F http://localhost:8080
