Initial work for handling base indices for windows and panes.
I use base-index 1 for both panes and windows so I thought this was a useful change for that - with this PR I can change those variables and rebuild for it to work for me (by changing base_index=1, pane_base_index=1)
This change is a enabler for setting the base index from the tmux.conf parser when that comes along.
