As we are planning to release v0.2.0, it's a good time for us to also bump the go toolchain version to align with the main branch of etcd.

In this PR

  • Bump go toolchain version from 1.21.8 to 1.21.10
  • Introduce .go-version to align with other etcd-io repo (easier for future toolchain updates)
  • Add Go Vulnerability Checker
