Generate Unix man pages for all executables included in Erlang/OTP.
Update the description of executables to improve the formatting of man pages. While at it, do other minor improvements.

They were removed in 27.0 as there was no support to generate them. Now that erlang#8740 has added back some man pages we re-enable them in github actions.
