Rules table UX enhancements for 8.7

Description

Several enhancements related to filtering the Rules table (part of epic https://github.com/elastic/security-team/issues/1972):

• [Security Solution] Add an enable or disabled state rules filter kibana#150153
• [Security Solution] Add clearing rules table state functionality kibana#150059

Moar enhancements and screenshots to update (as reported in #3005):

• [Security Solution] Add the ability to clear detection rules table filters kibana#145968 (PR)
• [Security Solution] Add a way to filter rules on enabled or disabled state kibana#132497 (PR)
• [Security Solution] Remove version column from the Rules table kibana#148196 (PR)
• [Security Solution] Get rid of "Advanced sorting" switch for the Rules table kibana#138907 (PR)

Notes

• Check with team at feature sync for any other related enhancements.
• Will affect both screenshots and text instructions.

#3005 contains some additional changes, most notably the version column being removed from the Rules table (elastic/kibana#148196). Looks like everything else in 3005 has been addressed in the PR associated with this doc issue (2979).
