This re-applies #196224, except only targeting Linux.
This was previously reverted due to a different version of sed running on Darwin than our Linux agents. Ideally we could use the yarn command but this isn't supported in yarn v1.
Not targeting other operating systems is a no-op compared to the baseline, the command wasn't doing anything before due to
$KIBANA_HOME/.yarnrctaking precedence. There's no need to address other platforms currently, packer_cache.sh only runs on Linux.
