[DOCS] Links panels feature added to dashboards #170298

Summary

I've added a 'Links panels' section to the Dashboard and visualizations page for the new feature.

I was debating if maybe it should be it's own page under the Make dashboards interactive section. I settled on keeping it on the Dashboards and visualisations page for now, because that page has a lot of information about panels, but I'm open to thoughts and opinions on which is the better place for it.

The Links panels section is made up of:
An introduction
Add a links panel
Add a links panel from the library
Edit links panels
Delete links panels

Thanks for writing the documentation. I also recently opened a PR to document the links panel. I added copy in my PR to the "Make dashboards interactive" section. IMO, we could have the Links documentation in both places.
