#25829 made Canvas work without Reporting, but the message it shows is inaccurate and confusing.

It should show a different message when Reporting is disabled versus using a configuration that won't work.

@snide also pointed out that we should wrap the "Export to PDF is disabled" text in EuiText.

The "Export" options are removed when reporting is disabled.
