Kibana version: Serverless-QA-Observability

Browser version: chrome latest

Original install method (e.g. download page, yum, from source, etc.): from QA

Describe the bug: The management breadcrumb on top of the page on maintenance window page under alerts and insights is dead. Its greyed out and nothing happens when user clicks on it.
